Default B16a code 4

Hey all, So I'll be driving and from time to time my check engine light comes on, code 4 which I believe is the crank position sensor. When the light is on, I can't take my motor past about 3000rpms, plus it bogs pretty badly when the light is on. Has anyone had a similar problem? I don't know the first thing about the crank position sensor, so If some one could walk me through what it is, and where it is that would be great. And if anyone knows what I need to do to fix the problem that would be awesome. Thanks in advance.

My setup: b16a OBD-0 on a PR3 ECU in a 90 Civic Si
