What do you think it might be
I have a 92 Integra LS with approx 134k miles on it. I noticed that the car is lacking power lately, and it tops out at 90-95mph. I just found out that the cylinders #2 and #3 have about 150psi and 1 and 4 are at around 180. Also a weird thing is that the car is not running rough at all at idle, and the idle is pretty normal. Do you think it could be the timing belt ? Never been done.
You compression numbers are pretty low, so that will hurt the performance.
You need to change the timng belt. This is supposed to be done at 90k. If this belt was to break (which they do) you can run the risk of destroying some valves and maybe hurt other parts. It is not a pretty thing when the belt snaps!

Yes. Replace the adjust too. When you change something always replace corresponding parts.
IE: Brakes. If one rotor is bad always change both sides.
