i've seen this before on a local integra where it covers the 2 holes on the bumper and it makes it flush. has anyone seen this before it was made of carbon fiber and does anyone know who makes it? or was it custom. any help would be appreciated.

 

The only way you can make it 'flush' with the bumper is to shave it off since the license plate area sticks out the bumper.

cut a clear piece of plexiglas, router the edges, sand them and then paint it to match the color of the car on the backside and stick it over the plate provision/holes with double sided sticky tape.
