HELP! I can't get this black shit off my car!!!

I have tried just about everything, and nothing seems to help.
The problem was I left my car under an oak tree for two weeks while I was on vacation. Well, when I came back it looked like dirty rain water had fallen from the oak tree onto my car. So I washed it, and washed it again, and it didn't help that much. The paint is really rough to the touch, and it has a lot of little black specks everywhere.
Then I thought it would work to get a brush with a rough/scrub side, and that helped a little bit. Then I got some different soap hoping that would work, but it didn't do anything. Now I just tried a clay bar and it did the best job, but there are still faint black marks and black specks.
I have used my fingernail to clean small spots, but I don't want to have to use my fingernail on the entire car. Has anyone else had this problem?
My sister and mom's cars were partly under the same oak tree and the black marks on their cars came off easily. Does anyone have any suggestions?

A fine scratch remover will likely take it off (wax afterwards for best results).
I'd first try an easier solution like Simple Green as suggested, though.
