Yep, sand and primer, mask off your area around your side mouldings.
don't forget the clear coat

Good write up on how to do it on a lip, just apply it to your sideskirts.

At the end of that article, there's actually a link to side skirt painting. Check that out. Also, on http://www.g2ic.com there is an article on painting side skirts.

I've painted my side skirts.... no sanding, no primer, came out BEAUTIFUL.
Krylon came out with this new paint... Krylon Fusion, made specifically for plastics. Supposodly bonds chemically to the plastic bla bla bla.... anyway, it works absolutely beautiful. I just painted them black cuz long time ago someone resprayed the car from a small accident and didn't tape off the side skirts so there was some red automotive paint on the skirts. I did scrape the paint of, but I didn't have to sand at all. Its not that hard to remove the whole sideskirt assembly either, probably 8 or 10 screws each side, most of them on the bottom, one or two in the wheel wells. Just take em off and wash them good with warm soapy water to get all the wax and dirt off.
I did this around x-mas time and i live in massachusetts and go to school in upstate newyork so i'm in the cold/salt/snow and I always kick off my shoes on my sideskirts (stock) before getting in the car, and the paint hasn't chipped or anything. I give it
