My 90 Accord has lots of rust and has to be cosmetically touched up. Any suggestions?

I thought of grinding the rust and applying something like http://www.por15.com/

and then buying some fender stuff.

Here, I need your help. Whether all models of Honda during 90-93 has the same dimensions for wheel wells?

Can you please take a look here and see if this 1998 Fender flare could be fitted to 90 model?

but I'm almost sure they won't fit without some heavy mods. The body on the 90 and 98 are FAR different.
