The larger the rim the further the weight is from the center. The further away the weight is from the center the higher the rotation interia is.
The new wheels could be light enough to make up the difference, but I doubt you'll be able to notice a difference with the butt dyno.
I went for OEM 16" S2000 rims ~16.5lbs to ~13.5lb 17" racing hart CP-035's and don't really notice much. Maybe a bit, but that could be the placebo effect. What I noticed was the different tire compound and stiffer sidewalls from the 16" to 17".
