can i use Cooper WeatherMaster XGR tires in Texas? or would it be useless?

i recently bought 4 1993 Integra-GSR rims on ebay to put on my 90 crx from someone all the way in Connecticut and i'm in Dallas, Texas.
the wheels came with tires, and i was a little disappointed when i saw they were a winter tire, but keep in mind the tires were just a plus and i was really just buying the wheels, but they were in like new condition though.
but i just wanted to check on here to see people's opinions on if i should use these at all? or would it be better off to just switch my regular tires that were on my stock 90si wheels? , here is a link with a pic of the tire plus specs:

really i was just wondering if they would be ok to use or not down here, i mean it never snows or ices except maybe 2 days a year but rarely, but it rains and stuff, but i just wonder if these would be good for dry/or wet weather in the summer or not or do they suck for traction or are they soft etc ...? (sorry, i am not familiar with winter type tires)
otherwise i will just sell them, but if they are'nt much different than regular tires then i might keep them, but just need info, thanks
