Default Front upper A-arm bushing question

ok, i replaced all the bushings in my car and I noticed that on the a-arm with the old bushing, the a-arm would not move (rotate) up or down when installed on the car.

when i put in the new ES bushings and reinstalled just the upper a-arm, it rotates very easy. is this ok or is it not supposed to rotate?

The end where the knuckle attaches should be able to move up and down, but not forwards or backwards, or into or away from the car.
