Default HELP Tail lights wont work, not a fuse problem, what now?

I got pulled over the other day for my tail lights. The brake lights, backup, and signal lights all work fine. So first thing I checked was the fuse box, pulled out the fuse and it wasnt broken. Replaced it anyways and still didnt work. Anyone have any ideas on what this could be? It's a 97 Civic LX.

So then its just your normal lights not working?

Try replacing the bulbs. Many bulbs are 2 filiments, one might be burnt out. Or just pull all the bulbs and see which ones are blown.

Have you dont any electrical work recently or at all to your car?

Just the regular night tail lights wont work. Head lights works fine. All lightings work fine. Replaced bulbs and they didnt work either. No electrical work has been done to this car since it's just a winter car.

Take one of the plugs off and check for voltage when lights are on. IF you don't get around 12v...more than likely you have a loose wiring or a pinched wire somewhere.

It's not the bulbs, I checked the bulbs. Where is the relay located?
