Just make sure you have an impact screwdriver, a breaker bar and an extension. This will keep you from breaking your back.

What do you mean by bleeding your brake lines? Does that mean you empty out your whole braking system fluid and replace it with new ones? How important is it to bleed your braking system?
If I was to change the braking fluid what is the best brand fluid to go with? OEM Honda?

Yes, flush the old stuff out. if your car never sees the track, just go to any auto store and pick up some dot3. it is the same as oem. Flush your brake system once a year.
How much would it cost? Like average price a mechanic will charge? I am changing the rotors and brakes on the 2000 accord so I figured I should bleed out the braking system since I'm there. I purchase Brembo Blanks and Axxis high performance brake pads from http://www.nopi.com

Just curiuos which Brembo brake Rotors did you go with from Nopi I ordered some but don't think I need them right now as I originally thought so now I have them for when I do need to replace rotors and pads.

For the street, you really don't need axxis high performance. Deluxe pbr will be more than enough, and safer in cold weather.
A mechanic will charge you lots for the labor on brakes. Figure like 2-300 to replace it all. If you lived next door, I would do it for you for less, and bleed your system to boot.

I am not sure if 4gen accord needs taking off the hub to gett he rotor off.. you should search the archives, or better yet, buy a haynes manual at the very least.
If it is like 6 gen, then the center nut you are talking about is your axle nut, and you don't need to touch that. Just the 2 screws holding the rotor onto the hub after you get the caliper off, and you are set.

you need to remove the hub assemby itself, at that point just replace it with the hub assemby from a 97-99 2.3 CL and enjoy the luxuries of rotor over hub discs
