Ignition: if all tests passed, replace icm? why?

Default Ignition: if all tests passed, replace icm? why?

I am going to be looking at my friends Acuda Integra in a few days. I saw that to check the Ignition conrtol module, the chiltons has steps saying how to. but at the end, it says "if all tests are passed, replace the ICM"...i dont get it, if a test fails on the list then its saying the icm is good? can anyone clarify it?

also i heard that some stores test the icm for free...does anyone know what places do that?
