Default Timing Belt Tension and position

After you reinstall the timing belt, how do you know how tight to make the belt? The tensioner is not a spring tensioner is it?

Also, if you count the teeth between marks on the gears and transfer those marks to the new belt, would the garantee that the timing is exact, or would an old belt be stretched and it would not be accurate?

Any ideas would be great... thanks...

The tensioner is a spring tensioner.
