Mini-me won't hold idle - possible electric probs?

Hey guys,
Hoping someone can fill me in....
A little background:
D16A block w/ Z6 head, VAFC-I
Did a full rebuild and put back in and now the idle won't hold. My timing is on and we are getting fuel and spark. It will run after about 3 cranks and then it will hold idle for about 30 seconds and slowly the rpms drop. If we give it gas it will keep running. We did this the other days and black smoke starting pouring out of the exhaust. We are getting a code 11.
O - the reason I think it could be electrical is because the rad fan comes on when the engine runs - almost immediately.
I'm trying to think if I forgot any pertinent information.
Anyone have any ideas? All the plugs from the wiring harnesses seem to be in the right places.

not that I could notice. I won't be able to get back at it til probably this weekend. I will check out if there is any differences between any of the flashes. thanks
