Default Missing the fuse to my fuel pump... Problems???!

While I was digging around under my dash I pulled open my fuse box to check to see if any were bad. Well I looked at the picture on back of the cover and I saw that I was missing a fuse for the fuel pump! How was my fuel pump even running before?

Would this increase my chances of failing smog?

There's actually two fuse spots for the fuel pump. As to why, I have no idea but you don't need one of them. I don't have the diagram in front of me so I can't tell you which one. It's a great location if you can find the other side of the line if you're ever going to run a dual fuel pump system.
