im putting new struts and lowering spring in my civic and was wondering if its neccessary to put in a camber kit at the same time, currently everything is stock

Not necessarily. The resultant camber shouldn't be bad with most "lowering" springs out there. I'd just take it to an alignment shop and have them set the toe back to factory spec after you install the new suspension, so that you don't have uneven tire wear.
Acceptible camber settings will depend on the use of the car. What do you intend to do with the car? What springs will you be using? If the resultant camber isn't ideal for your application, you may want to get a camber kit later on to adjust it where you want it.

If you are lowering more than 3/4 of an inch, you will likely need an additional camber kit to get the alignment correct again. If tire wear is a concern, definitely get the alignment kit from a place that will let you return it if it is not needed and you don't use the kit.
