Help with CTR headlights. Quick!

No this isn't about wiring the city lights (although I do have to do that sometime, if someone in so cal with electrical knowledge can help me
).
Well, one of my headlights' rubber lining that lines the outer part (where the blinker is) is like dangling off. If I don't fill this with silicone, you think it will leak? I mean, this is OEM stanley, and although there are some cases where stock headlights leak, I was hoping this wouldn't. Also, I don't really want to mess with the clear silicone stuff because that stuff get's messy and can possibly make the headlight look like *** on that lil corner.
What do you guys think?

Mine isn't on and it doesn't leak at all. All it really does (to my best knowledge) is fill the gap (and mine is really ugly). As for your city lights, PM Luserkid. He know's a great deal about electrical and will do it for cheap. He does all my work.
