IS IT TRUE THAT YOU HAVE TO REPLACE ALL THE GASKETS AND SEALS WHEN YOU BUY A JDM MOTOR??? IF SO WHY NOT BUY FROM SALVAGE YARD???

No, it's not true.
It's easier to buy a JDM motor than to track one down in a salvage yard. In the US, you find many places that deal with bringing these things into the country, no problem.
