Will 13" steel wheels fit over Civic EX brakes?

Nope you will need at least 14" wheels. The EX civic sedan had 14" wheels.

Be carefull as not all 14" wheels are created equal, at first i had 14" 1987 crx si wheels over integra brakes, at first they rubbed and the calipers ran a groove on the inside of the wheel, still worked but rubbed for a couple weeks until groove was big enough, except on hard turns.
