Default Oil in Coolant

1991 Civic running with a D15B1 @ 107k miles on it. Bought the car for $900 with it burning oil. I'm not intending on making anything out of this car, just want to make it reliable.

It burns off about 1/2Qt of oil per 100 miles, visible as white smoking pouring out the back. Its not always consistent as to when it does it, but it will always do it after downshifting to decelerate and then giving it gas. Like I said, I don't really care much if it consumes the oil, as the compression test came back fine when I first bought it. 1 cylinder registered below 175 PSI after 7 revolutions.

Yesterday I went to check the fluid levels, and found oil in the coolant reservoir. I took off the radiator cap, and the oil could be seen floating on top of the coolant. So this morning, I did nother compression test, all cylinders have dropped to around 155PSI, with 2 adjacent onces being at 150 and 145. Also the plugs did not foul particularly bad when I first got it ( My Chevelle ate them within 5K miles, the Civic just left carbon deposits on them after 8K miles of putting around). Today all the plugs were covered in a heavy oil deposit. After flushing the radiator and cleaning out the reservoir, Im wondering where to go next.

Compression Test Results (After 7 strokes):
Cylinder 1: 155 PSI
Cylinder 2: 162 PSI
Cylinder 3: 150 PSI
Cylinder 4: 145 PSI

Is there a certain way to check the head gasket? Since I dont have the original Compression Test results on hand, I cant tell if 3 & 4 are leaking between each other or if they are just wearing down.

If its not the head gasket, where would the oil and coolant be mixing?

The head gasket would be the only place the oil and coolant would be mixing. Cylinder 4 is suspect because it is almost 10% lower compression wise compared to the highest reading. Replace the headgasket and you should be good to go. You may want to have the head surfaced while it is off to ensure a good seal when you reinstall the head. Try dropping a capfull of oil into the cylinders and then redo the compression test and see if the numbers improve. You could also do a leakdown test to determine precisely where you are losing compression from ie headgasket, rings, valve seals etc
