Default Need help from engine swap guru....please.

I just bought a 1991 Civic hatch that runs really rich at idle and surges bad above 4,000 rpm, just like it hits a speed limiter that slows down and speeds back up a few seconds later.

Here's what I've done:
New distributor
New plugs, wires, O2 sensor, fuel pressure regulator, map sensor,air temp sensor, idle control valve, checked all connections on every harness.
Here's what I know:
It's a Civic hatch 4 speed 1.5 liter PGM-FI, the motor has been transplanted from a 1988 or 1989 CRX HF. When looking down the throttle body and holding the throttle open steady, it accelerates well then dumps a ton of fuel and bogs the motor. A few seconds later the fuel pulls back and it runs good....this keeps cycling while it's at a stand still or driving. It also idles way, way rich and rough.

Any thoughts!!!! It has a PM9 computer from the 91 Civic in it. Which one do I really need? I've heard PM8-A03,H03 or L03. I have a PM5-A03. Will it work?
