Default B16B CARB legal?

As the topic says, will a B16B pass smog in california?

I've got the chance to aquire a repo'd white 98 DX hatch thru a bank auction (having a buddy who's a repo man has it's upsides) and I've always had the itch to own/make a genuine(mostly) CTR. The car was stripped by the owner before it got repo'd, there's no engine/tranny, wiring harness but the radiator is still in, the suspension was also stripped leaving only the stock sway bars UCA's and LCA's in the rear. The interior is also missing the steering wheel, stereo head, trunk carpet, spare tire, shift **** and drivers seat. The car was up on a frame rack when they were assessing the previous owner's damage and it checked out. Paint job is clean all white and it's got the JDM CTR power fold mirrors, why the guy didn't jack them too is a mystery.

All in all it looks like a good start for a project car but if I can't register it and drive it then it's a less attractive proposition. In addition to the engine I'm looking to do the full CTR suspension plus bushings or in the absense of a good used CTR set maybe the mugen SS kit w/CTR sways plus CTR rims. I'd like to use the CTR recaros tho they may be a pain to get, otherwise some sparcos. Add misc interior bits, a new head unit, mugen SS lip and spoiler and painted skirts and I ought to get to my goal of a clean (mostly)genuine CTR daily driver that's fast enough to keep me entertained for AX's if I want.

On a side note this would be a 3rd car, I've got my trackday ready (current daily driver barely streetable) 7th gen hx coupe w/ex motor/tranny, STS '89 si (just barely streetable), and so I'm honestly wanting a "comfy", not to mention pimp, daily driver.

I'm not from Cali, so I could be wrong. My Impression is that the engine has to have a US couterpart (B18c1 and B18c). The Civic Type R never came to the US, so I would say no to BAR legal. I'm sure there are other ways around it, but it would not be straight forward.

But it would pass Smog no problem.

It wouldn't be BAR legal, but you could always do a US market GSR swap, and put the entire rotating assembly, head, and other components from B16B into/onto the B18C1 block and be BAR legal.

Hmmm, that's about what I gathered from the CARB website... Anyone know about the other 49 states? I spend about 8 months a year in chicago so maybe if I registered it there... But I honestly have no idea what that entails.

I may just cheat a bit and use my buddie's old D16 and front suspension from his dx and limp to get it registered then swap it and take it with me to chicago and change the registration there.

The B18C1 idea is a good one tho I was hoping not to have to do any internal work especially because my time frame on this project is going to be about 3 months.

I may just shell out the premium for a USDM ITR motor mainly because I want the LSD and labor alone for the internal work that I don't have the tools for would make up the price difference between the B18C1 and the C5.
