i found the problem. it's the fusebox or the ignition swich. i replaced both and havent has a problem since. there should be a ~45A inrush current to the starter. if not it wont have the momentum to trigger the final plunger and the click is heard.

put a clamp meter on the starter control wire(the small blk/wht or red) and it should peak at ~45A then go to bout 3-4A steady
