Does Rota make any 17" 5x114.3 wheels?

I have not seen any from them. I was wondering if I wasn't searching hard enough.

Yes, you're not searching hard enough. They make 17x8's for the EVO that (barely) fit an ITR

Action, Attack, Battle, Boost, Grid, Python, Slipstream, Subzero, and Torques all come in 17" sizes in 5x114.3
