Is cleaning up an intake manifold even worth it?

My friend has a 95 ls and is pulling off his I M to polish the runners up and clean out the carbon build up I thought it just might be a waste of time.
Hot tank the thing and unless he is also sporting either a larger throttle body, or a ported head, then it's not really worth it. It would actually be quite easy to hurt power as polished runners help to swirl the air, and thus atomize the fuel better which contributes to making more power.

I think cleaning things are good. Now if he thinks he is gunna get like 10hp from just cleaning it out then he is stupid.

Intake valve lash too tight. Causing the valves to be open a little when that cylinder is on its exhaust stroke.
