So 1st gear is fine but 2nd gear is the problem? Maybe your clutch is slipping...

taking off is fine cause i dont pop the clutch when i go. the clutch isnt slipping because they smoke, and it smells like burning rubber, i know what a clutch smells like so i know that isnt the problem
so first gear is hooking because you slip the clutch? if thats the case, and your secnd gear is not hooking you probably need to let slip the clutch for 2nd as well, or buy some tires that will hook. Low profile tires have a hard time hooking.
Hmmm it sounds like you should probably back off on the clutch-popping bis-nass in 2nd gear. Maybe instead just put it into gear and then floor it rather than raising the revs when you are shifting. Yeah it sounds cool when you pop the clutch and it does a fatty churp, but you aren't really doing much but making a cool sound when you do that lol.
Either that, or you just may need to turn your VTEC down to street mode.

It should be easier for him to get traction on 17's. If he had some 13" steelies with some bald *** tires then maybe it wouldnt get traction in second gear, but with some 17's and some good *** tires he shouldnt have a problem. If im wrong then let me know.

i'm guessing that on them 17s he is dropped. well being dropped on 17s with negative camber the contact patch your atcually using is like 1/4 to 1/2 the tire in the inside. also on 17s the sidewalls are stiff so you wont get good traction.
as for the stock b16 comment should be able to grip. i have 17s that dont grip, my gsr fat 5s with kuhmos 205/50s dont grip, and my 90-91 si with yoko 195/60 dont grip when going into 2nd. It matters what clutch your using

i think it probably has alot to do with your driving style.
release the pedal a bit feather the clutch.
you could also let some air out of the tires... i usually run 30-35psi

i believe the answer is in my 1st paragraph. and if your going to drop tire pressure 20-25psi would be better.

Im runnin 205/50/15 azenis on my car and i dont have a problem at all with traction, and i have a lot more power than a stock b16, but i am still using a stock clutch so that coud be it right there.

i agree with paimporttuner,
part of the fact is you have 17's. i'm not hating on you, but you have to go really low profile to get them to even remotely fit right on here, and any profile lower than like 40 series has trouble conforming to the road (and also conforming to bad camber if its not adjusted right). so i'm assuming you don't have a camber kit, and your tires aren't contacting the road very well.
