Default couple of things about my new prelude

ok, i just bought a 1998 prelude and i have a question about something ive noticed...

one of the previous owners let a leak in either the trunk seal or the tail light go un noticed and standing water formed in the spare tire well. it isn't rusted through, however there is rust. what should i do about this? would taking a wire brush to it be the best option?

Scotch brite as much rust off as you can. Start with course and then move to fine and don't forget to put a coat of paint or clear coat on the bare metal so it doesn't rust again.
