No, the M&S tire is an all-season tire, not a winter tire.
The Bridgestone S-03 is a high-performance tire, often called a "summer tire".
All-season tires are designed as a compromise for people who want to use the same tire during warm weather as they do on snow and in frigid temperatures. In warm weather, they're worse than most summer tires (on dry AND wet pavement), but better than winter tires. On snow, they're not as good as winter tires, but better than summer tires.
Since you live in the O.C. with Ryan, Seth, Marisa, Summer, and Zack, you don't have to worry about snow or cold, so you shouldn't be getting an all-season tire. That makes the choice easy between these two tires; get the S-03. The S-03 is an excellent tire, with great traction on dry pavement as well as in rain. A bit pricey, tnough.
In addition to the S-03, there are some other tires out there that are also excellent, depending on your needs, including the stock Bridgestone Potenza RE010, the Falken Azenis RT-215, the Yokohama AVS ES100, and the Kumho MX. For more details and recommendations, click here.

I had PZero Asymmetricos. They rocked, super precise feel, great adhesion. Treadwear was OK, I cracked a rim before they were totally gone, and tossed them. I'm strongly considering going back to PZero because of the 16" tire availability.
