timing is really off

Default timing is really off

i have a 96 civic hatch and i ahave a 99 gsr motor in it. my problem is that the timing is really off. really off. i've tried moving the distributor around and using a timing gun to check to see if the timing is correct. but no matter how much i move the distributor, the timing is still off by alot. what else could be wrong with my car. please i need some help.

cam timing can be off if the motor had been assembled incorrectly before, not a hard fix though.

redo everything, set the pistons back to TDC, make sure the cams are also set to.

have u ever heard of resetting the pistons to top dead center. if u have, how do u do that? thanks for the tip u gave me. the timing on my cams r correct i think.
