Present your case @ DMV, You may already be in the Clean- but DMV paperwork often lags.. Hope you kept any/all supporting doc(s) to show them
A couple of years ago my parents had something similar happen to them. They called the company that towed the car and told them that they had sold it and that they didnt want the car. After that they never heard anything else about it.

so you signed over the car to him, but did he ever bring the title to the DMV to claim ownership?
if he did not and he dumped the car its still your car.
If you made copies of the title and bill of sale to transfer ownership you should be alright.
Personally if they try to say its your problem i would call a lawyer, but only if i could prove that the car was in fact sold and no longer in my possession.

well if you have a document that says the car is no longer your and was sold to XXXXX then you should be able to go to the DMV or atleast call them and explain what is happening. get some answers from them as to how this situation can be fixed since it is no longer your car.
the problem is if he didn't take the title to the DMV and claim ownership its legally your car... the only thing you have is the bill of sale which says its not your car anymore, but it really is if the title was not transferd.
can you contact the new owner and ask him what the hell is going on?
if he just bailed the car and now your stuck with the bill thats wack. if the dmv says you have to pay the bill you'll more than likely have to pay it... BUT you can go to small claims court and sue the new owner since he signed the bill of sale which makes him the owner...sort of...
the reason why DMV is calling you is because the title must still be in your name. You need to get more information from the new owner like ... did you submit the title... where is the title .... see if he'll even give you a copy of the title or the original with his name and signiture on it that way you can nail him in court. call the dmv explain the situation ask them what you should do and who to talk to. call a lawyer as a last resort.
