Has anyone here gone through the process of registering a JDM import in Missouri?

After emailing the DOR in Jeff City, I recieved this response: The seller must provide the buyer with a properly assigned title. The buyer must apply for a Missouri title by submitting the properly assigned title, Missouri State Safety Inspection, an emission inspection if applicable, proof of insurance, and paid personal property tax receipt or statement of non-assessment from your county or City of St. Louis assessor / collector's office. I guess the only hitch is what the definition of a properly assigned title...

Having moved from California, I just can't believe that's it. Back home you need to do all sorts of alterations to bring it up to CHP regulations...as I'm sure you all know...

SO.... has anyone gone through the process yet?
