who has their license insured?
You can't do that, insurance is purchased for a specific car, and if you are driving it with the permission of the owner, you are technically insured. Unless of course you are listed on the policy as an exception. If you live in the same household as the car, you are required to be listed on the policy as a driver (primary, secondary, occasional, etc.)

It's like driving without insurance

If the car you are driving in has insurance and you get pulled over, they will see the card and assume you are allowed to drive the car. Now, if you get in an accident and someone makes a claim against you, and you are listed as an excluded driver, they won't pay the claim. But if you aren't an excluded driver but are not listed on the policy, you can drive the car and be covered unless there are exceptional circumstances (i.e. you stole the car, it's a rental, etc). The best practice is to tell the insurance company who should be on the policy as a driver (whether it's occasional or not).
