Default spring rates -race car application

Ground control says for my 94 GSR used for SCCA racing only I should start with 400 in the front and 700 on the back. Can someone help me with the theory of why the heavier ones go in the back when 63% of the weight is in the front? Does anyone have advice on what springs work best in a race application for this car. It will be ITS class.

HELPS THE REAR END ROTATE SO YOU CAN PULL HARDER THRU CORNERS BY FULL THROTTLING..
