I'm not sure how they do it with a teg but the civics have a valve in the heater core hose.It may be cable or vacuum controled.Make sure that is still hooked up and working. It controls the hot water flowing through the heater core. There may be an air diverter in the box that closes off the vent that may not be hooked up.

Also pay close attention to your temp gauge. With the low temps and what not in my area, I was not getting any heat either. I have a B18 with an integra radiator in an EG, and it turns out that it was cooling too much while it is so cold out. My soultion was just a piece of cardboard over half of the radiator.
The added airflow due to the missing condenser makes your cooling system more effective(I forgot to get to the point!)

Is there air blowing out of the vents when you turn the fan on?

there is a cable from the climate controls going to a switch, make sure its connected right there, they tend to fall out of place sometimes

There is a control valve on the heater hose between the firewall and back of the engine. There is a cable that goes from the climate controls on the dash that goes to this valve. This valve regulates how much hot water from the engine circulates through the heater core.If this is closed you won't get heat.

On my '95 GSR there's a cable from the control slider down to a lever on the air distribution box. Slide the control back & forth, & watch for moving levers down behind the stereo. (Stick your head down in the passenger's footwell.)

There's a 2nd cable going from one of those levers, out thru the firewall, to the heater valve. Check whether any of that stuff is disconnected or broken.
