'99 Si wheels, are they clearcoated?
My Si has a severe amount of brakedust on them (from some road course driving) that I've been a little "deadbeat" about keeping them cleaned. The other day I gave it a try with some run-of-the-mill wheel cleaner and it didn't seem to do the trick. Is it possible to use a light rubbing compound to get this stuff off, or am I plainly screwed, as far as getting these things looking good again?

Man, I had road tar on my wheels, they melted on the wheels. I couldn't get them off until a friend of mine recommended Eagle's Neverdull(Autozone, Pepboys). It's in a silver looking small canister. Inside is a cloth with some type of residue. Anyways, it took the tar right of with just a slight pressure. Try it out.

i use Simple Green to clean my wheels. No problems.
My cousin used A LOT of it for another set of wheels that he had. He didn't clean the wheels for six months, and had them in storage for almost year. He removed about 70 percent of it with simple green. Not sure what else he's going to do.

Quicksilver is about the strongest thing made for getting brake dust off. I would never use it if I was worried about messing up the finish though.
You may not be able to find it though... seems like some kid died from drinking it and they were talking about a recall.
