Will this work even though the Head is not OBD and the engine is OBD2? What has to be done to make this work?

for ease of installation, try to get an obd2 distributor (vtec). or u can get a jumper harness to convert obd2-obd1, or obd2 to obd0. or u can just use the ls distributor and chop of one of the legs so it'll clear the vtec solenoid -- but u'll need to activate "VTEC" thru a switch, msd window activator or something.
