Default code 20 electronic load...bad idle

91 sedan WITH NO ELD in it. ecu says 89 on the side. throwing this code. Grounds all check out fine and as far as I know the alt is fine.... guessing its doing this since theres is NO ELD on this car.

any way to get rid of this code ? (besides swithing fuse boxes)?

car is hunting for idle too..no vac leaks, firing properly.
I have no idea.
