JDM d15b boggin 2200-3400 RPM Any suggestions or clues??

Ok right now in my car i am having this issue where the motor is bogging between these rpms. The idle is a lil lumpy, but not too bad. And at upper rpm the car is fine, but in those intervals it is really sounding hurting. Please help

Sidenote: I am experiencing a code 21, but i believe it is unrelated. No exhaust leaks for sure. I think it could really be the timing that is causing it. What should the timing be set to stock, and is there a howto somewhere??

also, at lunch today i took out all the plugs and cleaned them, they werent really dirty to begin with. And made sure all the plugs and wires were properly connected. Timing??
[EDIT] TIMING = 16* BDTC
Start the car and let it idle until the fan comes on, then jump the connector that is under the passenger side dash next to the ECU with a paperclip.
Then with a timing light on cylinder 1 (farthest from distributor), adjust the distributor (loosen 3 bolts holding it to the head) by rotating it. Shine the timing light at the crankshaft pulley, there's a red mark on that a tiny bit to the right of the white marks (top dead center) -- that's what you want to be lined up with the grooves in your timing belt cover (look for a line sticking out and then a groove below it which connects in a straight line with the red mark on the crank pulley).
Once the marks are lined up every time the light goes off, your distributor is in the right spot, just tighten the bolts, take the paperclip out of the jumper, and you should be good to go.
Also I think code 21 is VTEC solenoid, did you plug it in a wire it correctly? I doubt that would cause the problem you're talking about, but I don't think your VTEC will activate.

why couldnt it be a problem with the vtec solenoid? if it was on all the time it could cause these symptoms (bad driveability at low rpms) since it activates the top end lobes on the cam. i suggest taking the wire from the vtec solenoid and grounding it to see if it clicks. also i assume ur using a p28? fix the codes before you go chasing other stuff IMO
