I really can't see what kinda contraption that is But I bet the pic is a general one that they use for the product...
I would bet that the ones for the ITR look like normal ends.
If you order them, make sure the place you get them from has a good return policy in case that thing is on and does not work with your caR.

upon further review, I'll probably be ordering a set of Techna Fit's from King Motorsports.. They're coated and about the same price..

This may just be a stock picture.
If I had to guess, I'd say that it's there to prevent fatigue of the crimp joint on that end. Typically, you see a heavier rubber/plastic wrap extending down the end some to help control flexing - just as some, more expensive, water hoses (for your yard) have a spring coiled around the outside of the hose end.

BTW- worked on a honda civic, saw these same funky fittins, and they also come with special fittinfs that bolt to the strut.
they said earls on the crimp fitting on the line. like dude above said, help sontrol the line so maybeit wont get stuck in ur wheel
