Nitrous.
I have a friend who ran a 13.7 with a nitrous'd ZC, on street tires.
EDIT:
OR, 3K is enough to do a junkyard turbo. That should net you some 13's too, and it may be more desirable to you than nitrous. But it's a little more complicated.

heck my buddy had 12.8s on street tires boosted gutted ZC twincam with some work done on it not too much though it was a ringer

actually, if you get that thing in the 1800LBS area, you will have alot of success. you don't need 3K. i think that a ZC/SI hybrid tranny, shaved head, 3 angle valvejob, diy port matching, decent header, freeflowing exhaust, 2nd gen b16 t/b, diy port matched im, some good tires and you should be fine.
