Default Brakes are locked up help!!

ok we have replaced ( calipers, brakes, bled them, booster,) still made no big difference they still lock up ( at first they didnt lock up until i drove the car for 20 minutes but now they are locked up ) my next replacement would have to be the dual proportioning valve anyone know if i should ??? would the booster being adjusted make that much of a difference if it was a little bit off??? any tips would be helpful for this 90 CRX DX
