Nobody is going to buy you wheels, kid.

There is nothing wrong with the stock Peugeot wheels. They're round, they turn, they fit properly, and they have some lovely hubcaps. You don't "need" new wheels, and there isn't a "problem" with your current ones. Your mother already gave you a brand new car - you're not poor, you're spoiled if anything. She is right, it is stupid to spend $1100 on that garbage. You're a student; you should be spending that kind of money on books or something. Since you insist that you are "poor," then maybe you should save it.

You're 18 years old; go out into the world and get a job. Maybe you'll be able to afford those ugly wheels and crappy tires you want some day.
