when you grind gears, are the gears already shaved?

Default when you grind gears, are the gears already shaved?

When grinding the gears due to miss the gear, or clutch released too fast etc... I wonder if the gears are already shaved? If not, where did the impacting force go?

Gears are fine. the synchros get hurt.
But the gear also has part of the synchro on it.
