I think that the hardest part of getting my CRX BAR'ed was just insuring that everything was up to specs. I replaced my worn out cat, triple-checked that all of my vacuum lines were correct, made sure there weren't any engine codes, blah blah. Basically I made sure that everything was exactly like my neighbor's stock Integra.

I think the hardest part is going to be to pass that b18c5 as obd1.

No USDM equivalent for obd1.

You said it was JDM, so there's a small chance you MIGHT be able to say its an obd1 GSR, with a skunk2 manifold, since the JDM motors only say B18C, but that's pushing it pretty far.. The ref's arent stupid.

Chances are, you're going to have to go obd2 for that motor.
It all depends on your ref though..

Chances are? NO, he will have to go obd-II with the correct ECU for the year of the motor. Most ref's do check the ecu sticker. Dont hope that the ref wont look at the year stamping on the head, assume he will and do everything legit. One day I too want to REF a type R motor, just give me some time...

The place I went to thouroughly checked EVERYTHING to make sure they all matched. They pulled the ECU back, checked the head, and then they took my bill of sale for the engine into the office for 10 minutes and called someone, I don't know who but I overheard them talking about it. Apparently they have had a lot of stolen or mismatched engine setups there... I had nothing to fear, because everthing on my CRX was totally legit and legal.
