Hard brake pedal after BB/MC swap?

Default Hard brake pedal after BB/MC swap?

I swapped in a 'Lude Master and kept replaced my BB with a stock 91 SI one. I adjusted the booster about as much as I can and I still get a super hard pedal when braking and it catches really high up.
Any suggestions??

Maybe the pushrod isnt adjusted right?

Do the brakes lock up ?

They don't lock up but the "catch" really high. there isn't any play in the pedal before the brakes grab. I've adjusted the **** outta the pushrod. It's almost all the way out right now.
This is really starting to **** me off
