Redo clearcoat on factory rims? How and where?

Redo clearcoat on factory rims? How and where?
Dropped one of my rims and now the clearcoat is messed up. It bubbled up and is sorta coming off. I'm just wondering is there a DIY to fix this or better yet, a shop in the bay area. Thanks.
