Default H22 Running Rich?????

i have a 5th gen accord w/ 01' h22a4 running in a P28 w/ hondata. Just recently since its been so damn cold my car wouldnt start on a couple of mornings. This is a week after i did an oil change and when i checked the oil when it wouldnt start i didnt have any.(thank god for synthetic) I got that prob fixed but the car still doesnt start on some mornings. I replaced the spark plugs b/c the old ones were covered in carbon. a couple of days later the car wouldnt start and the plugs once again were covered in gas and carbon. I have also been getting really shitty gas mileage. What could possibly be causing this prob???? I was told it might be the ecu but i havent done anyhting to it recently and it was running fine until the other morning. Please help!!!!!!

was the hondata tuned, do you know what the air/fuel ratio is? what about the fuel pressure? what is it set at on the regulator?, is it the stock reg? are the vaccum lines hooked up accordingly?
