Default Hesitating ZC

Just as it says my ZC with 91 SI ECU has been working fine till about a month ago. Now when it is cold the just off idle response is delayed. I have checked for vacuum leaks and found none. When the engine warms up it becomes less noticeable. above part throttle it seems to work fine cold or warm. Any ideas?

Trying adjusting TPS, but before that try the usual things
OCTANE and Timing
Ignition related components (Dist Cap/Rotor, wires and plugs)
