discrepancy in mileage
i got a 95 civic, and the speedo went out. so i got a new one, well i sold the car. now i have the car back and on the title it says: WARNING: NOT ACTUAL MILEAGE. and i know its the cluster i put in it. well i still have the original cluster and i THINK i still have the paper form the junk yard that i got the cluster thats in the car now that says what the mileage was when i bought it. could i bring the original cluster and the paper down to the DMV and have that changed?
If you know how many miles it has, then why does it really matter. The only time where i could see this as a problem is if you were to buy car only to discover the mile age had been tampered with, but in your example idont get why you have a problem with what it says.

Of course, it's against the law the tamper with the odometer

Which technically is not legal unless done by a repair shop/dealership. When they do this they put a sticker usually in the door jam that states the original milage when the odo broke. Then you take and add the 2 together.
