Default Heater Problem & it's darn COLD!

Car:
93 Civic CX

Problem:
For some reason, my car only blows hot air when revved at about 2k or while im driving. The thermostat is practically new if it matters, did it about 5k miles ago along with the swap.

Insight?

signs of a bad heater core: The smell from your vents would be sweet smelling...kinda odd...but if you've noticed it, then your core's probably going bad. Honda heater cores aren't really known to go bad so i'd check to make sure the thermostat hasn't gone bad already. Also, is the top rad. hose hot? It should be...if not then it is your thermostat. Check coolant level too inside the rad in in resevoir.
